Free Toilet Program or Plumbing Fixture Replacement Program
The Plumbing Fixture Replacement Program (PREP) helps residents save water and money by replacing old, water-wasting toilets.
FREE Toilets, including installation by a licensed plumber, while funds last! Applicants must meet the following criteria:
- Have an active residential SFPUC water account.
- Have existing toilets that use at least 3.5 gallons per flush (gpf).
- Install water-efficient showerheads and faucet aerators, provided for free.
Properties purchased after July 1, 2009 are not eligible for participation, because San Francisco's Residential Water Conservation Ordinance requires that water-efficient fixtures are in place before the property is sold.
Read and accept the Program Terms and Conditions before clicking below to submit your application.
Properties with abnormal site conditions (e.g., rotted flooring, atypical plumbing configurations, etc.) will not be eligible for the PREP Program until conditions are improved by owners.
Questions about the application or the program terms? Email the SFPUC Water Conservation Section at waterconservation@sfwater.org.
Questions about your installation appointment? Please contact the SFPUC's plumbing contractor, Bottom Line Utility Solutions (BLUS) at 800-597-2835 or alena@blusinc.com.
Please reschedule any in-person appointments if you or members of your household are sick.
