Plumbing Fixture Replacement
FREE Toilets, including installation by a licensed plumber, while funds last
The Plumbing Fixture Replacement Program (PREP) is resuming installations for eligible customers. Our highest priority is the health and safety of our customers, employees, and contractors. We have implemented Health and Safety Protocols to mitigate the spread of Coronavirus. Our employees and contractors are required to follow the new protocols diligently, to sustain a healthy and safe workplace in this unique environment.
To help residents save water and replace old, water-wasting fixtures, we are offering a program that provides free toilets with free installation. The PREP is open to residential properties in San Francisco with active water service accounts.
Applicants must meet the following criteria:
- Have existing toilets that use at least 3.5 gallons per flush (gpf)
- Install water-efficient showerheads and faucet aerators, provided for free.
- Provide at least two photographs of the eligible toilets. See photo guidelines and how to identify eligible fixtures.
- Read and agree to our Health and Safety Protocols.
Bathrooms must accommodate installation of new high-efficiency toilets without any plumbing alterations or repairs. Properties with abnormal site conditions (e.g. rotted flooring, atypical plumbing configurations, etc.) will not be eligible for the PREP until conditions are improved by owners.
Properties purchased after July 1, 2009 are not eligible for participation, because San Francisco's Residential Water Conservation Ordinance requires that water-efficient fixtures are in place before the property is sold.
Eligible fixtures are generally over 20 years old. Toilets rated 1.6 gpf or less already meet water efficiency standards and are not eligible for replacement under the PREP. For qualifying sites, licensed plumbers with Bottom Line Utility Solutions (BLUS) under contract with the SFPUC will remove old toilets and install new ones for free. Replacement fixtures will be limited to models specified by the SFPUC.

New Applicants: Please do not submit duplicate applications for the same property. For applicants interested in applying on behalf of multiple properties, please register and log on to Conservation.sfwater.org and under Manage Accounts and Settings, click Linked Accounts. The ten-digit water service account(s) for each property are required to apply.

**If you or others in your household are sick, kindly contact BLUS at customerservice@blusinc.com to reschedule any onsite PREP appointments for another date.**
The PREP is intended to serve entire multi-family buildings, as well as single-family residences. Property owners, property managers or water account holders, with the agreement of all three parties if they are not one and the same, may coordinate submission of a single application for all toilets and urinals in the entire building.
