As your local clean power provider, we supply more than 70% of the electricity used in San Francisco today through our CleanPowerSF and Hetch Hetchy Power programs.
We update our electricity rates each year through an open and fair public process.
As a not-for-profit power provider, we set our rates based on the real cost of getting power to our customers. We put money we collect back into programs that serve our local community.
We are currently updating our power rates for Hetch Hetchy Power and CleanPowerSF customers. These new rates will start July 1, 2024.
We are hosting two upcoming webinars for residents to learn more about rate changes:
- Tuesday, April 30th, 12pm-12:30pm (Hetch Hetchy Power customers) | Register here
- Wednesday, May 1st, 5pm-5:30pm (CleanPowerSF customers) | Register here

Public Process for Setting Rates
As a not-for profit, public power utility, the SFPUC is committed to a transparent, public rate setting process that prioritizes local customers rather than profits for shareholders. Below are four steps we take as part of our rate setting process:
-
The SFPUC studies rates every five years to match the real cost of giving supplying power to customers power with what we charge them. We finished the last Power rates study in 2022 and focused on: fairness for customers, protecting the environment, covering our costs, and making rates affordable, and easy to understand and predict.
-
We set new Hetch Hetchy Power and CleanPowerSF electric power rates for the SFPUC every year in July. The SFPUC and the public carefully look at our rates before we change them.
-
With each year’s rate change, the Rate Fairness Board—made up of appointed members including San Francisco residents and business owners-- reviews and gives us advice on rates. Meetings are held in person and you can give public comment online –- please see each meeting agenda for how to give comment.
-
The Mayor chooses the five members of the SFPUC and the Board of Supervisors approves them. The Commission has a say in how much power costs, in approving contracts, and in the agency rules. On May 14, 2024, the Commission will hold a public hearing to review and approve new rates for agency services. The Commission meets on the second and fourth Tuesdays of each month. For instructions on how to join the meeting and make comment, please look at the agenda for each meeting.

About Hetch Hetchy Power and CleanPowerSF Rates
Hetch Hetchy Power and CleanPowerSF are both electricity services for San Francisco that provide the cleanest electricity using wind, solar, geothermal, and hydro-electric power at affordable rates.
Hetch Hetchy Power is San Francisco’s full-service, not-for-profit, power provider that serves municipal, commercial, and affordable housing customers. Hetch Hetchy Power both supplies the electricity (power generation) and gets it to your home (distribution). The rates include both generation and distribution costs.
CleanPowerSF supplies power for San Francisco residents and businesses through our “community choice aggregation” (CCA) program. This cost is shown on your monthly PG&E bill as “CleanPowerSF Electric Generation Charges”. The SFPUC sets this rate annually. Your PG&E bill also includes “PG&E Electric Delivery Charges” for getting the power to your home or business. The rate charge for getting the power to you is decided by PG&E.
